I think one way to do spam detection on the fediverse would be some kind of pagerank system. like good instances follow other good instances

though, do instances expose the list of instances they follow? and the number of accounts between them? seems like a signal that could be used for both good and evil..

I'm aware that pagerank can be gamed, but it's definitely a viable space between blacklist and whitelist
